A third tier does not negotiate at all: entering the low emission zone without clearance is 200 euros, issued 15,851 times in three months.

The 100 euros band is mostly speeding, 50 is the parking ticket and 200 is the low emission zone. The 90 and 60 euro bands are all parking, and those are precisely the ones that bring the tow. Who may drive into the centre is covered in the low emission zone guide.
The 500 and 1,000 euro fines are alcohol and drugs: 725 reports for a reading above 0.25 mg/l, 502 above 0.50 mg/l and 686 for drugs in the system.
Scooters have their own: 311 reports for riding a personal mobility vehicle on the pavement, at 100 euros, and 126 for riding a type A or B on the roadway, at 500 euros.
The ten most reported offences
The one at the top of that list is avoidable: an expired ticket stops happening once the app bills the exact minutes, and what blue and green spaces cost starts at 1,15 € an hour.
Seen in order, the surprise is that the amount and the real risk do not line up.
The top three — expired ticket at 51,749, speeding against a signed limit at 48,136 and speeding against the road limit at 19,321 — add up to more than half of everything, and none of them removes the car. Speeding is camera work and the expired ticket is settled with paper on the windscreen.
From sixth place the game changes. Parking where a sign forbids it drops to 10,054 reports but 5,619 end in a tow. No-stopping is 5,811 reports with 2,625 towed, while exceeding the time limit is 11,674 reports at 40 euros with no tow at all. And the pavement, 3,500 reports with 931 tows.
Where the tow truck works hardest
The tow map does not match the fine map, and that mismatch is the useful part.
Ciutat Vella reports the least — 15,278 of the 239,144 — and tows the most: 2,459, or 16.1 %, one report in six. Sants-Montjuïc follows with 3,344 tows at 15.4 %, and Gràcia with 1,395 at 13.8 %.
At the other end les Corts has only 1,029 tows, 4.8 %, one in twenty. Sant Martí has 1,917, Horta-Guinardó 1,644 and Sant Andreu 1,583. Nou Barris sits near les Corts with 1,356 and 5.1 %.
In the middle sit Sants-Montjuïc with 21,671 reports, les Corts with 21,444, Horta-Guinardó with 18,987, Sant Andreu with 17,224 and Gràcia with 10,089, the lowest of all. The Eixample reports by far the most with 46,246 and lands mid-table with 4,614 tows, 10.0 %.
The streets where they fall
Five roads take a thick slice, and all five are through routes rather than neighbourhood streets.
Avinguda Meridiana leads with 10,952 reports, followed by Avinguda Diagonal with 8,633, the Ronda de Dalt Llobregat-bound with 6,886, Carrer de Balmes with 6,432 and Via Augusta with 6,404.
They are fast-traffic axes, which fits with speeding taking second and third place on the list.
What time fines are issued
The pattern breaks the idea that night is the risky moment.
The peak is noon, with 21,148 reports, then 10 am with 20,641, 9 am with 19,875 and 4 pm with 19,613. That is shop hours, loading-bay hours and regulated-parking hours.
The quietest hour is 6 am, with 1,736, and the small hours stay low: 2,013 at 3 am and 2,353 at 2 am.
What the file does not tell you
Three caveats that change what you actually pay.
The amount is nominal. Early payment carries a discount the register does not record, so the table figure is a ceiling rather than a bill.
Three months is not a year. The 239,144 reports cover January, February and March 2025: 75,996 in January, 79,823 in February and 83,325 in March. That is roughly 2,657 a day.
The tow is billed separately. The report and the removal are two different things, and what it costs to get the car out of the pound is not in this file.
