Digital certificate in Barcelona, and why not from abroad

Both certificates last 4 years and sign with the same legal force, but online renewal is allowed only once every 5, so one renewal in two has to be done at a counter. The idCAT validates at any of the 13 citizen advice offices; the FNMT one needs a different window entirely. Neither can be obtained from outside Catalonia.

Two digital certificates do the same job in Spain, and for a foreign resident the decision is made by two practical conditions rather than by technology. The first: every idCAT registration office is in Catalonia, so you cannot obtain one before you arrive. The second: the certificate must be downloaded on the same device that made the application — apply on a work computer, try to install at home, and nothing happens. Both certificates last 4 years, both sign with the same legal force as a handwritten signature, and both work with public bodies and private companies. The difference that matters locally is where you validate: the idCAT at a citizen advice office, the FNMT one somewhere else. Online renewal is allowed once every 5 years, inside a 60-day window, and the 13 offices that validate it open 8:30 to 14:30.

Can you get a Spanish digital certificate from abroad? Not the idCAT: all its registration offices are in Catalonia, so it needs an in-person visit. It lasts 4 years, is validated at a citizen advice office in Barcelona, and online renewal is permitted once every 5 years.

The penultimate row is the one that decides. On everything else they are equivalent: both identify the holder and sign electronic documents with the same legal standing as ink.

Note the document list for the idCAT: a green NIE certificate works, but only accompanied by the passport. On its own it does not identify you, which is the same rule that applies across padrón paperwork.

Order matters, and step four is where people go back

The certificate is generated before you go to the office, not afterwards. That is the misunderstanding that costs a trip.

  1. Install the software that generates the codes on your computer.
  2. Apply online from that same computer.
  3. Validate your identity: by appointment at a citizen advice office, or by video identification if you hold a DNI or TIE.
  4. Download and install the certificate on the same device you applied from.

Step four is the one that sends people back. There is no way round it at the counter; the fix is to apply from the machine you actually intend to use. Once installed, it can be moved to an iOS or Android phone, protected with a PIN.

If you genuinely cannot come, a third party can complete it for you — but only if authorised before a notary, which is a cost and a delay worth planning for.

On top of that window sits a second limit: online renewal is allowed once every 5 years, while the certificate lasts 4. The consequence is deliberate and worth diarising — one renewal in every two has to be done in person.

When you do renew, the certificate issued is a new one and has to be reinstalled on every device. The old one keeps working until it expires.

The FNMT certificate has its own small print: the email address on it cannot be changed, so wanting a different one means requesting a new certificate. And a revoked certificate is never reactivated — it is always back to the beginning.

What stops needing an appointment

With the certificate installed, several things move online for good. Consulting and registering on the padrón are among them, as is filing and paying local taxes.

The clearest gain is the residence and cohabitation certificates: online they download as a PDF the moment you finish, while by phone they arrive by post in about 7 working days. If you are already registered, the difference between holding a certificate and not holding one is exactly that week — the detail is in proof of address.

Some things keep their own route and do not need the certificate at all: the library card is issued at the library itself, and the Targeta Rosa goes through an income assessment that no signature resolves. Gaudir Més sits in between — the counter route asks only for photo ID, the online one wants the certificate.

What to bring on validation day

For the idCAT: DNI, passport, TIE, or the green NIE with the passport. For the FNMT: DNI, NIF or NIE.

The thirteen offices open 8:30 to 14:30, with Thursday to 18:30 outside summer, and any of them will do. Frequently asked questions about the digital certificate

Can I get a Spanish digital certificate before I move?

Not the idCAT. Every registration office for it is in Catalonia, so you have to be here in person. If you cannot come, a third party can do it on your behalf, but only with authorisation granted before a notary.

idCAT or FNMT, which one?

For anyone living in Barcelona, the idCAT, because the city council is a registration entity and validation happens at the same citizen advice office you already use. The FNMT one needs a different counter. Both last four years and sign with identical legal force.

Why will it not download?

Because the download has to happen on the same device that made the application. Applying from a work computer and downloading at home does not work. Once installed it can be moved to an iOS or Android phone, protected by a PIN.
