In both automatic cases the Institut Municipal d’Educació warns by BuroSMS and allows 30 days. If the deadline passes in silence, the family is treated as having opted out. You do not have to say no — not answering is enough.
For anyone without a Spanish tax number, the route is to attach the tax returns filed in your country of origin, with a sworn translation, to the enrolment form itself. If they do not go in with the form, the 30-day clock starts. A family that opts out one year can apply again the next.

Meals cover lunch across the year and an afternoon snack from October to June. Families who do not contract it get occasional day rates for the days a child does stay, and those are also means-tested.
One number puts the table in perspective: a place costs around 9,570 euros a course to run, and the council covers more than half. The 406.85 euros of the top band add up to roughly four thousand euros a year, so even the highest band pays below cost.
The 2-to-3 year group, and what free actually covers
Under the Generalitat framework agreement with local authorities, children enrolled in I2 — the 2-to-3 year group — pay nothing for schooling and early drop-off.
Read the wording closely: the free part is the place, not the canteen. Meals stay on the social tariff for I2 too. For a family using the canteen, the saving is the schooling line of the bill rather than the bill.

September lands higher than expected because it has half of July inside it. And the consequence is the one to weigh before committing: part of what you pay in September is for a month that has not happened and does not come back if the child leaves first.
In July, bills go out only for occasional meals taken by families without a year-round meals contract.
If you only want mornings
The Germanetes nursery runs two reduced-hours groups: mornings 9:00 to 13:00 and afternoons 15:00 to 19:00, on their own fee scale. For I2 children in reduced groups the general rule still holds: schooling free, meals means-tested.
